I've got a 54gs router which is may be the same as yours. It doesn't have very good functionality for blocking outbound internet access, and you cannot throttle bandwidth on a per user basis.
They can still download stuff through ports 80 and 443, but you could limit their options by blocking any ports above 443.
If you find the MAC address of your neighbours computer(s), you could set up an %26quot;internet access policy%26quot; specifically for you neighbour which is configured to allow access 24 hours/day.
Then under %26quot;blocked services%26quot; add the user-defined port range of 444 to 65534 / TCP

Read the advanced configuration instructions for your router. The manual should be on the CD that came with it, or you can download one from the Linksys website. There is a section on access restrictions that will do what you want.
